Besides the top-tier market design (cap-setting, auction rules, etc.), Chinese policymakers need to pay attention to how the new carbon market embed in the larger social contexts.This brief highlights that the Chinese government needs to engage seriously with three less-concerned actors—the carbons, the business, and the marginalized—to realize the full potential of the carbon market.
